Field Manual (FM) 7-0, Training (published June, 2021) simplifies training doctrine by re-establishing the Training Management Cycle as the framework for how the Operational Force prioritizes, plans and prepares, executes, and evaluates and assesses training. As the foundation for how the Army conducts training, it is essential for leaders to understand and implement the new doctrine. In support of the FM 7-0 roll-out, the Training Management Directorate (TMD) is assisting the Institutional and Operational Force implement FM 7-0 through the employment of Unit Training Management Mobile Training Teams (UTM MTT).

As the Army Proponent for Training Management, TMD is updating UTM instructional materials in conjunction with the Centers of Excellence (CoE) based on FM 7-0, Training. As TMD finalizes the UTM instructional materials, its UTM MTT is conducting on-site train-the-trainer overviews of the lessons for use in professional military education (PME) courses. The MTTs work with CoE instructors, small group leaders, course managers, and curriculum developers to enhance the Institutional Force’s understanding of FM 7-0. This enables the rapid implementation of FM 7-0 as PME graduates apply unit training management in their gaining units.

The UTM MTT also assists the Operational Force. The MTT will aid Division HQs, Brigade Combat Teams, and Functional/ Multi-Functional Brigades with the implementation of the training management processes outlined in FM 7-0. Each MTT visit will consist of a FM 7-0 executive overview brief for the unit’s senior leadership and a Brigade-level Long-Range Training Plan Development Workshop. During the three-day Workshop, TMD’s subject matter experts cover ten lessons designed to assist the Brigade develop their Long Range Training Plan. The UTM MTT emphasizes the Training Management Cycle as the process of prioritizing training, planning and preparation, execution, and the evaluation and assessment of training. The team assists company and below leaders as they conduct mission essential task to individual task crosswalks and nest training with their higher headquarters in accordance with FM 7-0.

The MTT also provides a process for developing annual training guidance, which begins with prioritizing tasks to train and the associated mission essential task proficiency, weapons qualification, and collective live-fire proficiency required. It includes practical exercises for conducting task crosswalks tailored to the unit. The final output of the workshop is commander-to-commander dialogue between the Brigade and subordinate commanders on the unit’s plan to meet the Commander’s Training Guidance. Effective implementation of FM 7-0 requires leaders at all echelons to have a firm understanding of the Army’s training doctrine. TMD will continue to assist unit training management professional military education instructors educate the Force on the training management process and the Operational Force with its implementation.
