This page provides self-paced online training modules from HUD’s Office of Housing Counseling (OHC). The modules are designed for Intermediary Organizations, State Housing Finance Agencies, Multi-State Organizations, affiliates, subgrantees, and local housing counseling agencies.

These modules do not supplant or supersede OHC Program requirements, including but not limited to Section 106 of the HUD Act of 1968, 24 CFR Part 214, 2 CFR Part 200, OHC Program NOFAs, OHC Program Notices, or NOFA Grant Agreements.

Modules are optimized for desktop viewing, using the latest versions of Chrome, FireFox, and Internet Explorer. Internet Explorer is recommended for Section 508 accessibility. The modules will function on cellphones, tablets, and other mobile devices, but some functionality may not be available.

This training provides an overview of HUD’s Housing Counseling Program. By the end of this training, participants will be able to define housing counseling, describe the benefits of participating in HUD’s Housing Counseling Program, and explain how to participate in the program.

Participants learn to create or review agency work plans, including the key components, supporting data, and roles.

Participants learn the process for work plan modifications and recommendations for drafting work plans.

View Develop an Agency Work Plan for HUD Approval after completing parts one and two.

Participants learn the basic types of housing counseling and review HUD requirements for providing housing counseling services.

Participants learn the key recordkeeping requirements for housing counseling programs, the role of intermediaries, and key elements of the program using real-world examples.

Intermediary staff learn the requirements and best practices related to monitoring a network of housing counseling agencies.
